乚義a hooked hand reaching in to straighten the thread
The bulk on the left, 𤔔, is two hands above and below a frame of snarled silk threads (the 厶 inside is the tangle). The hook 乚 on the right is one more hand pulling a strand straight. So the graph holds both at once: the mess of threads, and the work of sorting them — 混亂 the tangle, 治亂 the untangling.
