Earth (土) and 匀 (yún): ground raked flat, level all the way across. 說文 calls it 平徧也 — even and everywhere. The sound-piece 匀 already means evenly-spread, so it leans into the meaning while it carries the sound (yún worn to jūn). From leveled earth come 平均、均等 (equal), and 老少均安 (all alike, without exception).
