Water (氵) with 及 jí, a hand reaching to grab what's just ahead. Drop a bucket, reach down, pull the water up — to draw from a well. From hauling water, the reach becomes any drawing-in: 汲取 (draw on knowledge), 汲汲 (straining after something).
