氵義water — a level surface
Water (氵) lies level — the law holds everyone to one surface. 去 is the sending-away: the guilty party removed. The old graph 灋 kept a third piece, the one-horned beast 廌 that butted the crooked man out of court; centuries of writing dropped the beast and left the water and the removal.
