Water (氵) plus 其. 其 was a winnowing basket, long borrowed off to write "its"; here it lends the sound qí, the same it gives 期、棋、旗. 說文 names 淇 a river out of the northern hills. The watery river-name later got pulled into 冰淇淋 for ice cream, purely for the sound.
