Water (氵) clinging to things — damp. The Taiwan-preferred graph 溼 and the wider 濕 are the same word; both build on 㬎 — silk threads (絲) under the sun (日), the very picture of washing hung out still wet. 㬎 carries the sound, worn far from the modern reading. From dampness: humid (潮溼) and the muggy heat (溼熱).
