攵義a hand driving the action (夊)
至 is an arrow reaching its mark — to arrive — and it also carries the sound, exact. The hand at the side (攵) drives it: to make a thing arrive, to send it there. From "cause to reach" come 導致 and 致使; to send your whole effort somewhere is 致力.
