氵義water — a branching stream
𠂢聲pài — gives the sounda stream splitting off, the reversed form of 永 (a long flow)
Water (氵) splitting off the main course — a tributary. The right side 𠂢 is the reversed 永: where 永 draws one long flow, 𠂢 draws it branching away. 𠂢 pài carries the sound. From the river-branch comes every split-off: a faction or school (派別), a style (氣派), and to send someone off on a branch errand (派遣).
